Cibula & Cibula is a full service law firm with a long history of service to the community. We are experienced trial attorneys with an excellent litigation team on staff. History

The firm was founded by the Honorable W.D. Tillotson. Judge Tillotson, or “General Tillotson”, as he was sometimes called, served in the territory of Washington legislature. He was later appointed counsel general (hence the "General") to Japan. He came to Redding and opened the practice between 1892 and 1896. He served intermittently as a Judge of the Superior Court and as the City Attorney.

In the 1930’s, Alvin M. Cibula, a graduate of the University of Pittsburgh Law School, came to Redding as an officer with the U.S. Army. He went into practice with General Tillotson and later took over the practice. Alvin Cibula also served as a Deputy District Attorney, City Attorney and a Colonel in the United States Army.

In 1965, Franklin Stephen Cibula went into the practice with his father, Alvin, after graduating from Princeton University and the University of California, Boalt Hall Law School. He (formerly) served as an Assembly Administrative Assistant while practicing law.

In 1994, Mark Hanbury Cibula joined the practice with his father, Franklin. Prior to joining the firm, Mark served as a Congressional Advisor in the United States House of Representatives and earned a Bachelor of Arts from the University of California at Berkeley, a Master of Arts from the University of Southern California and a Juris Doctorate from McGeorge School of Law. Mark has served as Mayor of Redding and is a present member of the Shasta County Board of Supervisors.
